The Commonwealth Scholarship and Fellowship Plan was designed to enable students of high intellectual promise to pursue programs of advanced study and research at the Master's and PhD level in Commonwealth countries other than their own, so that on their return they could make a distinctive contribution in their own countries while fostering mutual understanding within the Commonwealth. The Canadian Commonwealth Scholarship and Fellowship Program is the Canadian component of the Plan. It offers awards for a period of not less than one academic year and not more than four calendar years.

Scholarships will not be awarded to candidates wishing to undertake undergraduate studies, a second PhD degree, studies in medicine or dentistry, postdoctoral studies / research , or clinical training.

Eligibility Criteria: Scholarships are tenable in Canadian universities and are open to men and women who are citizens of another Commonwealth country and who are normally resident in any part of the Commonwealth other than Canada. Commonwealth students already in Canada may apply; however, anyone who has applied for permanent residency in Canada shall not be eligible for an award. Before taking up a scholarship, a student must hold a Bachelor's or Master's degree from a recognized university or an equivalent qualification. There is no restriction with respect to the age of candidates. However, preference will be given to those who have obtained a university degree within the last five years. Previous Canadian Commonwealth scholars are not eligible for a second award. Value: Airfare, tuition, monthly living allowance, medical insurance and other applicable allowances.
